Both topics came up at the work session last night.
The commission may no be 100 percent behind the new location. But they do agree we need the new one.
One bad thing about small towns, is that people like criticizing the "institutions" such as police, commissions, hospitals, newspapers etc.
The location does have a lot of people up in arms. The hospital has some selling to do. Hopefully they will have some public hearings where they explain why they have chosen what they have chosen - and why they didnt choose other things.
The commission didnt take any position last night, but the general feeling is that they are not sold on the location. They are not necessarily opposed, but not necessarily in favor either.
On the windows.
The commission met with the planning commission last night and they hammered out an agreement. They will get their ordinance with some modifications.
Basically its the same, but it spells out some things that were vague in the original ordinance. People will be required to do 10 windows a year. For most of the businesses downtown, that will do. Those that have more than 10 will have three years.
They will do Summit Street first, then the Avenues, then address the alleys.
Should come up for a vote soon, but not likely tonight.

I know Mr Tin Window Pigeon Harborer is so strapped for cash that he is the one that can't afford to fix more than 10 windows a year.........
I wonder if the health department could help with that. There is a nasty disease that is acquired by inhaling pigeon dung. I wonder if the people that work below realize this fact.
you hav e alot more to worry about in this city that Pigeion dung, this city is class 3 superfund site, i recently had my water tested and the report said high concentrations of metals and corrosive acids were above normal levels
I'm not sure I am sold on the location, either. One of the arguments for a new hospital is that it will bring in other businesses. I think it would be nice to have this new growth in the city limits. I agree with the south end of town. That end could use some improvement, and maybe a new hospital would get it kick-started.
What the ?????? Did anyone read the article on the city charging the insurance companies for the police for working accidents????? What do they get paid for? THAT IS THEIR JOB! They just keep chipping away and chipping away! Next thing you know they will be installing pay toilets in the city building! And a coin drop box at the water fountain!!! How bout charging for rides on the swings and merry go round in the park!!! Maybe they could get into the kids piggy banks that way!!!! That's one they may not have though of yet!This place is getting rediculous...I used to get angry...now I have to laugh at the stuff they are comming up with. This is a JOKE!!! Welcome to Doo Dah!!! Gotta laugh....Can't afford to cry... they'd probably charge you for it!lol

You have to pay to use a public bathroom. They have attendants there that take your quarter.

I can't agree more. They are paid to do service for us. If that involves paperwork to be done so we find out who is at proper fault and to make sure reimbursement is speedy well then so be it. It is for the people who pay you Mr. Wallace. Maybe you should stop watching LA Swat dreaming and you should start to work on accident paperwork huh?
The argument is that more than half of the accidents involve people who do not live in Arkansas CIty - and do not pay taxes in Arkansas City.
So, if you are a taxpayer in Arkansas City, YOU are paying for the report for some guy who lives in Oklahoma or whatever.
Its not that much money. THey anticipate less than $10,000 for the whole year.
Its just a way to recoup some money that is slipping away.

No it is not their job! They are to arrive at all accident scenes and make sure there are no crimes committed. Such as DUI, or other criminal activities. After they secure and make sure the scene is safe and cleared away they are done. Accidents are a civil matter not criminal. It is up to the insurance company to do an investigation and determine fault. Insurance companys have always used the police reports instead of sending an investigator to every accident scene. The insurance companys have used your tax dollars to do their work. Think about that for a little bit before you jump off the bridge.
Stop and think. If all Police Departments start asking to be paid by insurance companies, guess where that money will come from!?!?! Straight out of the pockets of EVERYONE who has to buy car insurance.
And it usually only takes about 20 minutes to do an accident diagram. If it is taking them hours for each one, then they need to find new jobs.
Insurance companies are already charging you for that, they just keep the money if no one asks for it, or sends them a bill.
If we can take a minute and look at the positive...
I think there are several business owners in AC that deserve some credit.
Spark's Music, Schmidt Jewelery, Union State Bank, and Midwestern Electric have all made major improvements to the outside of their buildings.
Now that we have the positive out of the way, we can get back to dealing with nothing but the negative.
Since we drifted off topic. If the City/Police Department can now bill the insurance companys, do you suppose the officers will be "encouraged" to ticket someone, to encourage a least one of the insurance companys to pay. In other words we have definately taken the civil issue out of an accident.

In any accident someone is "at fault"
So it wouldnt matter who got a ticket.
It's been my experience that the insurance companies are much greedier than even our local government. If the money is available already, then it should go to the proper place. I can go along with this one.
Back to the positive... It is exciting to see work being done downtown. Steps in the right direction and the window deal has not even been passed and no state grant money has been received. Just imagine what could be done with the financial assistance! I think things are looking up.

It looks like our illustrious cop, as well as many others are ill advised to say the least.
The purpose of the accident report is to assist the city, the state, and the fedral govt in structuring our highways and streets, to prevent accidents, locate potential dangerous locations and educate the driving public, in an effort to prevent "accidents".
No matter what attys, and insurance companies say, an accident is not civil in nature until after the determination of who comitted the violation which caused the 'accident'.
The commission or ommission of an obligation is the determining factor in the determination of who is at fault.
The civil structure is created when one party attempts to recover their loss as a result of an "accident".
The statutes allow for the city to charge for copying expenses, and the reasonable fees associated with them.
While the insurance companies do use the reports, they do so because they are allowed to.
Most insurance "investigators", are merely accident report intrepetors,who review the report, and make recommendations based on the report, and the recommendations are only as good as the original report.
I have taken more accident reports, and reviewed more reports, than I care to recall.
Like it or not Mr. Wallace, it is the job of your and all police depts to document accident scenes, and determine the cause of those accidents.
Whether or not a citation gets issued is at the descretion of the investigaing officer, and the reviewing officer.
I feel more investigation of facts, by the reporters of these events is in order.
This is not the first time nor the last that we have been mislead by the powers that be. Some of them think that just because they say something we should take it as gospel.
And, an added point:
When the police report it wrongly and cost the victim, they should be held liable.
Recently the police report was taken by an insurance company, yet when the issue was pursued in court, the report was found to be incorrect. Do the police involved pay, should they pay? Well the victim certainly paid... in more ways than one.
I'm an interested bystander, and I say that the officers involved should pay for the outcome. They were quick to judge, overly confident (cocky), and sincerely wrong they were.
They make mistakes. like all of us. they just never admit it.

yes, seems the only thing the city ACTUALLY gets done these days is thinking up ways to get more money in somebody's??? pocket. too bad that dont spend that much effort on fixing the streets and everything else they have falling apart. by the way go through the alley behind city hall and check out some of THEIR very own window situations, ha, this is a doo daa joke of a town, rich get richer and pat each others backs and to heck with the rest of us

A big problem with the old meat packing plant area is that much of it was buried.
I dont know how contaminated it is, but there are lots of pipes and metal under there.
The ground itself isnt very stable wither, with holes developing now and then in the sandy soil.
Not much can be built there, which is why i think its such a natural spot for outdoor music.
Would be a great spot though.
What about a hospital at Curry Field? Any other options? I like the idea of moving it to the south end.
I have a question to anyone who might know the answer....Who paid the local land owners from the city limits to the new proposed hospital site for the land right of way's? Was it the city? I know a land owner or two that got huge checks from someone involved with this deal and thousands and thousands were spent to buy off utility rights on their land! I am not sure how to find out who wrote the checks....I do know it was ALOT of money in rhe thousands already spent on that project! JJ do you know?
I believe the city wrote the checks. I think they got some money from other sources though.
Ill look into it more.

specifics please? i think that is why the city is jumping in when no one else will finance, they dont want to lose all the money they put in already i think they should have waited until it was a sure deal before doing that but too late now they probably dont want us to know how much at this point i am sure we are gonna have some mad citizens have you found out how much taxpayers money was wasted that we didnt know about or have any say so over?
