How about one reprsentative of retail, industry, city employees,religious, retired,& students, and ONE council person.
Each one bringing something to the table, as it is presented to them from their constituants, and then through constructive discussions of the merit or lack of, make a presentation to the council AND the city manager at a monthly meeting, outside the normal council meetings.
If nothing else, it would bring a demographic view point into the picture.
How these reps would be selected is another matter, that I do not have a good answer for at this time. I do know that with the exception of the council member the electorial process would not be a viable venue.
Maybe our illusterious editor would be a moderator.

we could just ask for interested people ?
How about building a new elementary school south of Madison instead of putting $5+ million into a site south of town?
Eliminate a good deal of busing, redevelop the area around the school.
Build an early childhood center that would concentrate the expertise rather than scatter it all over town.
I have seen several articles for the school bond issue but I have not seen the other side. I have not quite decided totally how I will vote. Is no one against it?
Look closely at the USD 470 bond issue. Busing costs, long term development, possible redevelopment south of Madison, enrollment trends, etc.
Let's have a county commission that actually has a representative for Ark City. Currently there is some division that has Carmalita Clarkson and Dick Bonfy representing US. If anyone thinks our commissioners give one hoot in hell about Ark City over the rest of the county, think again.
