City Commission on dogs and other issues

You can be fined in Arkansas City now for not cleaning up after your pet.
City commissioners passed an ordinance Tuesday that will impose fines on people who do not clean up after animals that defecate on public property, or on someone else's property without permission. It will be complaint driven. No one will be patrolling to see if anyone is violating the ordinance.
The city also passed two ordinances regarding pit bulls and vicious dogs.

They talked about the water bill fees and the crash recovery fee more, but didn't take any action. On the water bills, they plan to exempt non-profits, and seem to be leaning toward reducing the fee to $35 instead of 50. Both will be brought up again in March meetings.

It was a four-hour long meeting.
They also heard from skateboarders. They tabled an ordinance that would require parents to come to the police station to retrieve skateboards that have been confiscated. Parents could also be fined.

Other matters:
* Approved the Public Building Commission to issue $28,000,000 in revenue bonds for new hospital facility. Voters approved the half-cent sales tax last November. The Public Building Commission — made up of city commissioners — must issue the bonds that will be used to build the hospital, funded in part by the sales tax. This is a preliminary step to selling bonds.
* Accepted KDOC HOME grant, providing for grants to remodel low-income, owner-occupied homes.
Passed a resolution authorizing city participation in NLC Prescription Discount Card Program.
* Passed a resolution authorizing engineering services agreement with Smith & Oakes for Sanitary Sewer Relocation project. A sewer main was heavily damaged in the flooding during the summer of 2007. FEMA has agreed to reimburse the city as repairs are made. Archer said the city has decided it would be more efficient and less costly to build a new one. Smith & Oakes will be doing the design work.
* Passed an ordinance modifying municipal code regarding City Commission authority to remove any board member (of the city boards) without cause.

If the commission meetings are all taped and posted on the website why isn't is a live feed. It wouldn't take any more work. It would be nice if people could watch the meetings as they happen from out of town.

local tv doesn't help if you are out of town. You can watch past meeting on the site. It would be just as easy to have a live feed. Arkcity.org

how about helping the skateboarders , where are they suppose to skate ?
Newkirk has a skate park , so does winfied , but NEWKIRK has one , come on guys NEWKIRK has one , but not A C , and dont tell me that park across from the pool is a skate park !! what can we do instead of tell them where not to skate ,

all commission meetings are edited prior to posting and airing on tv

I have been to over 30 meetings and everyone of them has been edited, meaning certain content is not shown

that is why they are not live, it takes time to do the editing

What happens if two dogs of the same breed are being walked down the same road by two different people and one poops and one does not but someone complains because they see dog poop but does not which did it which dog owner gets the bill? huh which ONE

you need to quit whining about the skate park, it isnt going to happen!!!
Arkansas city citizens do not want youth to stay here or enjoy living here, the city is being directed to a retirement community and youth are not a part of that plan.
The children will continue to be looked upon as non essential to the betterment of the community.
If you want something for your children move somewhere that it is offered.
This is not Disney land, this is a community for elderly people and we need to attract more care facilities and government subsidies for the care of elderly.

How would you feel being confined to a walker and having others doing physical activities that you cannot do any longer.

We need more beautification and religious guidance in our community if we are ever going to succeed with the plan, rebellious youngsters create to much discontent and are not an attractive asset to the city.

As you have noticed our city wisely purchased 400,000 dollars worth of beautiful flower pots for main street, if we had spent this money on a foolish skateboard park or stupid swimming pool we would not have the attractive quite blissful community we have.

If your children need something to do there are plenty of programs at the church to keep them occupied and out of sight

All cities in Florida where retirement communities are flourishing have the same dog poop ordinance, if you are caught walking a dog and do not have a disposal bag with you, you are fined, maybe we can get that here too, i think its about time we have real change

Hey, I have an idea on the water thing. Maybe we all need to protest by having our water shut off for a week or so. We could all use the courthouse bathrooms to do our "duty" and take sponge baths. I know it would suck and the reconnect fee would cost us out the wazoo, but wouldn't it be frustrating for the city trying to get everyone's water shut off and then back on? Let alone the revenue they could lose and inconvenience of long lines at their own bathroom facilities. :)

I say the skaters take up drippling basketballs in the no skate zone. 30 kids bouncing balls all over town. no rules agianst it and could cause the same amount of damage

I see no reason not go build one.
There's lots of people willing to help.
Someone - an adult - take charge of it and make it happen. Get the skaters involved.
What will you all say when a skater gets hit by a car on Summit?

How does Cost Recovery Corporation go about getting a special city ordinance passed so they can do their dirty work?

Can any company do this?

Could Kuhn get an ordinance passed where he bills everyone $600 when they need water connected?

Aside from the actions of CRC, we need to hold the Commissioners accountable for this back room deal.

It was done in an open meeting, and reported at the time in the paper.
Any company can yes, its called a collection agency.
Its the same thing really, but the big difference is, no one has to pay.
It is basically a request for payment.
The company does not say that on their "bills" but ... you dont have to pay it.

What is your boss going to say when you tell him that these people are calling you at work repeatedly to collect a bill you don't really have to pay? They are a collection agency! Do you really think they're going to just send you one letter and then forget about you if you don't pay? They wouldn't stay in business very long doing that. That's the same reason they will NEVER tell you that payment is voluntary.

I can't wait to see what happens if someone doesn't pay.

Be sure to tell everyone you know who visits this town about the fees AND that they don't have to pay if they get a bill.

Is it possible that you are referring to the space allowed for unscheduled matters. That is typically addressed at the beginning of the meeting. A policy decision was made at the very onset of use of audio video equipment to shut off the recording equipment during the "unscheduled matters comments" That was done to avoid a situation where someone might use language or make a slanderous statement about a citizen that would require editing later. Note that the recorded playbacks of the City Commission meetings were the initiative of Mayor Rebecca Bruton. The fact that the meetings are still aired is her continuing contribution to the citizens. If you like seeing them, it wouldn't be a bad idea to thank her when you get a chance. She would appreciate that and so would I. Becky took much criticism. She left a few good things in place when she walked away from the Commission.

The only time I've watched the commission meeting on TV was when the Lowe's thing was happeneing, and there was a TON of footage left out of that. I guess they didn't want people to see that they just completely ignored the public's input.

something you idiots are missing on this issue is the fact that the collection agency is not even required to send you a notice, the debt is attached to your income taxs, any of you poor folk that have ever had your refund grabbed by a hospital or unpaid traffic ticket or child support will again feel the same remorse as this is how this debt is collected,,

just like a traffic ticket a failure to pay will not harm your credit.

Just like child failure to pay child support it will not harm your credit

Just like sex toy abuse ,, wait that is another story haha

the fact is no one is even getting the clue, your tax refund or stimulus check will be absorbed by this dept first

It is a loop hole that has been found and is being abused by this company on many fronts

You should link to the salaries of all city employees on your blog. It's public knowledge after all, and we shouldn't have to jump through hoops to get it. Many towns post all expenditures and employee salaries at City hall.

We have a right to know.

I have been saying since the beginning. And the chief has been saying.
This is a request for payment it is not a bill.
The city is basically sending it to the insurance companies (The company is sending it for the city) to see if they will pay it. Some do. Some send the bill on to the customer to see if they will pay it.
It is the insurance company that sends it on to people.

No one wants to accept the fact that they do not have to pay for it.

It will not go on your credit report and cant be taken out of your taxes.
Those are the facts.

All city expenses are posted on their Web site.
The salaries may be as well.
There is a lot available on their Web site.

I might look into putting their pay in the paper. Should be fairly easy.

I think that was sarcasm but to let everyone know on the skate issue the commision seemed very intereested in the skaters ideas. They seemed to like the idea of setting more boundries as to where skating is ok. The original agenda wanted to make second and B streets no skate zones too which if you live in these areas then that means you better not buy skateboards or bikes for your kids and grandkids due to the fact that they aren't allowed to ride on the sidewalks. It has been tabled, we are working right now on getting a tax I.D. for the kids, I am researching how much the different equipment costs and different avenues for donations to acquire it. Skate t-shirts will be on sale at my own and a few other local businesses with all the money going to the fundraisers these kids have been doing. We still have a no skater fails school polocy going in which any kid struggling with his or her homework is more than welcome to bring it to Bryant's or my home or call me and I'll meat them somewhere and do all I can to help (except spelling- Haha) We offered our services to the Salvation Army again this year for their banquet but they had already gone a different direction. Last year the kids did a fantastic job though. I am super proud that 10 kids went about it the right way and went to the commision meating so their voices could be heard.

JJ I think you dropped the ball on that story.

To all that are telling the kids to give up, shame on you.

Yeah Zach, we know you can't spell, but there is a big and humorous difference between "meeting" someone, and "meating" someone. I guess a dictionary wouldn't have helped you on that on though because the spelling was correct, just used wrong.
