At the worksession Monday, the city decided to try to give more warning - or notice - about upcoming ordinances.
They are going to start putting ordinances on the agenda two weeks earlier.
This means, for instance, when they put out the agenda for the first meeting in March, it will have any ordinances that will be considered in the second meeting listed.
That way, there will be more notice.
So the the agenda for the first meeting in march will have that night's items, plus the items for the following meeting. This will apply only to ordinances.
Kansas is pretty lax in its rules about agendas and such. Legally they do not even have to have an agenda, and if they do, they don't "have to" follow it. They could legally bring up an item and pass it that same night.
Got to give them a little credit here for trying to give the public more notice about things.

The agenda is usually posted Thursday afternoon before the following week's meetings.
The "packet" is usually posted at the same time, or Friday morning.
The packet has background information about the items on the agenda. It is the same material - for the most part - that commissioners receive.

No, I was saying KOMA is not as strong in Kansas as it is in other states.
They are actually going beyond the KOMA requirements.

The PD probably needs to be careful what they do and say with Cost Recovery Corporation.
There was a class action lawsuit filed in US District Court alleging that CRC was in violation of 15 USC sec 1692a of the Fair Debt Collection Practices Act by sending collection demand letters in an attempt to collect on a debt which does not exist because it is voluntary.

Apparently they are real Schiesters and hard to shake loose once they have a hold of you.
There have been a number of cities who have canceled their agreements with Cost Recovery Corporation.
One of them, Stowe, Ohio, held an emergency session to cancel CRC and to authorize the refund of all monies received (including the commission and fees taken by CRC)
Ark City could use Stowe's reimbursement form to refund money to the people billed on behalf of Ark City Police Department. Here is the form:

Oh, by the way, to those who wondered if the Fire Department was next, one of CRC's biggest money-makers is Fire Departments. They can bill up to $8000 for washing down gasoline at a wreck, because the firetrucks cost more than cop cars.
They have even published a price list. Wallace knows this. I'm sure he has a copy.
BTW:
The Kansas Secretary of State shows that Cost Recovery Corporation isn't legally doing business in the State of Kansas. No taxes, no certificate, no nothing.

Nice job! I kinda figured as much, and said it in previous posts, but I didn't have the facts to back it up, just my best guess.
Like I said before, it is not too late for the city to pay back fees which have been taken in, and stop this ridiculous money grab before it's too late. Do the right thing.
I went to the cost recovery website, and I finally see how Wallace was suckered into agreeing with this. Their president looks like quite the salesperson.
