city commission agenda

Here is the agenda for the city commission meetings
Monday 5:30 p.m., worksession.
Tuesday, 7 p.m. regular meeting
all meetings open to the public

1. Consider resolution requesting the Public Building Commission to issue $28,000,000 in
revenue bonds for new hospital facility.
2. Consider resolution accepting KDOC HOME grant, providing for grants to remodel low
income owner occupied homes.
3. Consider resolution authorizing City participation in NLC Prescription Discount Card
Program.
4. Consider resolution authorizing engineering services agreement with Smith & Oakes for
Sanitary Sewer Relocation project.
5. Consider ordinance modifying municipal code regarding skateboarding violations in the
downtown, increasing deterrents and penalties.
6. Consider ordinance modifying municipal code regarding Commission authority to remove
any Board Member without cause.
7. Consider ordinance modifying municipal code regarding additional regulation of Pit Bulls.
8. Consider ordinance modifying municipal code regarding additional regulation of vicious
dogs.
9. Consider ordinance modifying municipal code regarding removal of pet waste from public
and private property.
10. Consider Mayor’s appointments to City Boards.

just thought I would drop in and ask why the Editor never ask questions at the city Council meetings
we have been hearing much talk about the Kuhn Mechanical failure at the sewage plant, but we see no questions being ask from our media

Hey, On a positive note, It is a good thing that the Commissioners did go to Topeka to convey our conerns about pending legislation.
These had viewed such trips as boodoggles and unnecessary in the past.

Sometimes you gotta go talk to the people who have the BIG checkbook. I am stil an advocate of atending the conferences and sitting in those training classes for locla elected officials.

The state and national organizations bring some very knowledgeable resources into one place. Truth is most city government people come with limited background in municipal givt and need to learn a lot fast in order to make effective and good policy decisions.

Three days in those sessions can teach more than a year of trial and error in on the job training.

When they travel to Topeka to have a meeting with Steve Abrams, from Ark City, then yes, it is an unnecessary boondoggle. It could have been replaced with a teleconference.

Once they found out Sebelius was unavailable, they should have canceled. What a waste of time and money.

Isn't this important enough?

Or is the dog poop ordinance a greater priority?

That is what Ark City's problem is. The Commission focuses on the unnecessary while ignoring the big risks.

I heard the other day that the rec center is a no skate zone. Is this true? Shouldn't the rec center be exactly the kind of place that kids are allowed to skate?

Sometimes I wonder if the commissioners could ever do right by some of the "anonymous" folks on this blog. They are trying to do good for the city. Give them a break and worry about your business for a while.

In my 25 years of living in this town and reading the Traveler pretty thoroughly I do not remember much coverage if any about the sewage plant. All mechanical things fail eventually and not all repairs are successful. I do not think this is news to anyone with any knowledge or experience.

as per usual, some truth, mostly fiction.
They have this great big lid over a digester. They use a big piece of equipment to raise or lower the lid.
When they lowered it, it slowly crumbled the digester.
They will have to lift the lid out to see what happened. Maybe a weld failed or something.
City Manager Steve Archer says it should not cost much to fix.

I hope that when so many people have to have their water shut off because they can't afford to pay the entire bill that the people who voted for it feel real good about themselves. It would be different if the damn bill wasn't so ridiculously high that they couldnt afford it anyway. What a hell of an anser to not being able to pay your bill- charge even more!! Wait till someones grandma on a fixed income has to go without for two months or more because they have to pay an unGODly and completely unreasonable amount for reconnection. It would be nice to see someone sue the city for this injustice. Way to go you fat cats- the highest water bill in the state just wasn't good enough for you was it? Nope- you want more. THAT IS A DICTATORSHIP- oh, how wonderful to have an alternate water source- you people would be dropped so fast you'd still be standing at the bank with my previous months check (and every extra penny my household has by the way- FOR WATER).

Technically the parking lot to the west of the Rec Center is HNB owned (or leased/rented from the city). There isn't any markings on the parking lot saying it is a no-skate zone like the ones painted on the sidewalks.

With the aviation layoffs and the economy the way it is, I challenge the City of Ark City to put in a temporary freeze on all penalties and fees until we can see just how bad it gets.

Shut off the water, fine. Just don't make it where poor people with families or fixed income retirees have to choose between food and water.

Ark City, don't make the depression worse.

I think our city leaders have heard us, i also am sure they will not pass this crazy law on water hook ups and turn offs, i also feel that God is with them on repealing the insurance billing on car wrecks from out of town individuals

All of our city leaders are men of God and many understand the hardships that this would put on the less fortunet

If it is not covered on the policy, then it is not "insurance billing".

It is just hatefully sticking it to anyone who is unfortunate enough to have a wreck while visiting Ark City.

How long do you have to work to make $600.00?

Two words: BULL SH!T

There is no way it costs that much for an officer, who is probably driving around looking for something to do, or sitting somewhere waiting for speeders, to respond to a simple accident, fill out an accident report, and MAYBE take a couple of pictures on a digital camera.

As much as I see officers sitting doing nothing, or talking and laughing on their cell phones, they are not going to lose money by taking 15 to 30 minutes to work an accident.

To Wallace to say that our taxes would have to rise even further to pay for all that extra manpower is a load of crap. Must you resort to scare tactics? Police departments have ALWAYS worked accidents. It is part of their job. Just because the law does not require that police work accidents under $500 does not give them the right to charge us extra. Can we refuse to have them respond? Can we just say "no thanks, I'll take pics and draw a digram myself"? NO!

The law does not require that they save a drowning person, or pull people from burning cars or houses either. Will they charge for this in the furture as well?

Police Departments are not "for profit" agencies.

If we are ever in an accident with someone from out of town and it is their fault, be sure to tell them about the bill they will be receiving, and that our Chief of Police said it did not have to be paid. Tell them that they will not be turned over for collection, and their credit will not be affected, and no warrant will be issued. Tell them "Just don't pay it!"

Here is the test:

Have the officer just drive by the accident and then count up any money that was saved by *not* working the accident.

If you do that, you will see that it doesn't cost the police department *anything* extra to work the accident.

I have no idea what an ACPD Officer makes an hour, but for the sake of argument lets say it is $15.00 an hour. The PD charges $600.00 to respond to an accident. At that rate, we must assume the average accident takes six eight hour shifts to investigate

I wonder if we have the option of calling a trooper or a deputy to come work accidents in the city? That would take the chance for the ACPD to make their crash tax and I know the county and the state work accidents as part of the service they do. To protect and serve...who is serving who?

It's actually a little more than that for all but the new guys, but your reasoning is still sound. A "simple accident", as Wallace put it, takes about 15 to 45 minutes to work, give or take. BUT, let's not forget wear and tear on the patrol cars that are sitting there blocking traffic. We all know how much damage that can do to a car! It's not like they would be, oh, I don't know.. DRIVING AROUND IN IT ANYWAY if the accident hadn't happened. We all know how they just sit at the station and read law books waiting for a call to come in!

Yes, that was sarcasm.

I'll try to keep this short and sweet but do to the fact I am in Texas visiting my ill grandmother I won't be able to attend the meeting tonight so I told my skaters I would write something on here that they could read there. The increase of skating fines is much like the crash tax. The fine is already $75 which most kids have trouble paying. We honestly say if you think raising the tax will help then that is fine. We do not skate on summit (and by we I mean Locals skate team) but we do know others who do. We do not break the law and we have even stopped begging for a park even though the very commisioners that are here today have made promises of money (Mr. Kuhn) and land (Mrs. Smith) that have never born any fruit. Instead we have taken our sport to other towns such as Winfield, Ponca and even Newkirk where the communities may have no skate ordanences but also offer an alternative place for us to go. What we have learned from our home town is that we want to keep everyone here except the kids. Sad really. All we are here for today is to ask for a little bit of tollerance and some compromise. A street and 1st street have very few business entrances and many residential dwellings. They should not be part of the no skate zone. Also Sundays when many Summit businesses aren't even open the side walks are one of the safest places to skate. What do we hurt when the parking lots are bare? Bryant's has said that we can skate the parking lot behind their store after 6 when the cars are all gone yet we fear doing so due to the massive fines that come from skating in a no skate zone. Basically the whole town is in an uproar about $600 for getting in a car accident that could kill people, we ask where is everyone on our side when the chief of police tries to make a name for himself by demanding his officers put us in the back of their cars and increasing the fines against us. Every case should be made on an individual basis. Don't punish all skaters for the actions of a few. If this happened with all sports then there would no longer be a football, basketball, wrestling, or baseball program an longer. Thank you for your time and understand that we want to work with the town to come to a compromise that makes everyone happy.

The only city property that skating is allowed is the former skate park or the rotunda. They can only skate the rotunda if no one else is using it. Even if they were there first. I see no problem with raising the fines for skating in the No Skate Zone but where can they skate?

Bryant's doesn't own the parking lot, the city does, so he cannot give permission to skate there.

The kids do need somewhere to skate.

The City website says that anyone caught skateboarding on public property will be charged with trespassing, which is just ridiculous. You wold charge a kid, or young adult with a crime that will be a part of their permanent record for skateboarding?

Between this and the crash tax, I think Wallace has lost his frakin mind.

I do own a private parking lot in downtown. I have told the kids they can skate there. One skater was harassed by the police department on my private property. Once the skater walked off my parking lot he was taken to the police station.

What do these kids have to go through just to participate in one of the largest sports not on in our country but worldwide?

They have to go through that because they vandalize property and are a hazard in traffic.
Perhaps if they were a little more responsible and had a little more respect for other people's property - cars mostly - they wouldn't get bothered so much.

? You can't say that every person carrying a skate board is going to vandalize property and are a hazard in traffic. I'm 26 years old and would skate the sidewalks around town but most sidewalks are not kept and unskateable

So I have a question about the vandalism issue. Doesn't it seem it will be more of a problem if these kids have nothing to do or place to go? Didn't Big Brothers Big Sisters budget get cut also? What message are we trying to send the kids? Once again please don't think all skaters are bad because of the actions of a couple. If they were even skaters, press charges against the children responsable. Last I checked most people assume the skaters are at fault without witnessing the crime. I urge Home National Bank and the Rec Center to donate money to the construction of the new skate park do to the fact that they both scream the loudest about the skater vandalism. If there is a park they won't be on your property.

A few bad ones create problems for all the others.
Not all are bad, but some are and that is what needs to be addressed. Ive worried about hitting them while im driving sometimes.
If they stayed out of the street, were more courteous to pedestrians on the sidewalk, and if some didn't tear stuff up, no one would care how much they skated.
What ever happened to that group that formed a couple years ago?
Someone needs to take charge of that.
If someone were to spearhead that, and people saw kids were interested in helping (and they are) I really believe the community would support them financially.
