city commission

Here is the city commission agenda. Sorry i didnt get it posted yesterday.
The worksession was yesterday. The regular meeting is at 7 p.m. today at city hall. Meeting is open to the public and there are plenty of seats.

1. Consider resolution authorizing contract to transfer title of City Ballpark to Cowley College.
2. Consider five year plan for major street projects proposed for funding with KDOT grants and approve submission of application to KDOT.
3. Consider ordinance banning dog breed Presa Canario from City.
4. Consider charter ordinance to change ex officio member provisions for public library.
5. Consider Mayor’s appointments to City Boards.
Miscellaneous Matters from the City Manager/City Commission.
Adjournment.

There will be a public forum at 7 p.m November 20 at the Senior Center.
This is a chance for the public to talk to the commission.
Last time it turned into a meeting about the hospital.

Why? I have never heard of this type of dog.

It is a huge dog that is part pit bull. Has been known to kill people.
Aggressive and violent without provocation.
THere are several dogs that have been bred with pit bulls to make "other" breeds ... and that is the case in this case:)

The presa is a very aggressive dog that is normaly used as a gaurdian type dog, or for the protection of cattle and other herds. It is known as a one owner type of dog and is very loyal to its owner and family. It is the type of dog that has no tolerence for strangers or other animals in its territory. It is also the type of dog that will not back down will fight any man or animal until the treat is stopped. As most breeds it is the responsibility of the owners to properly train and control this type of dog. This is a responsible move by the city, these dogs are not suited for the average family pet.

Sorry I meant to say until the Threat is stopped! Although treat could be appropiate if it were a cat!

ohhh....thanks for the answer. I kind of looked at a breed profile, but I didn't see any mention of pit bull. Think they are gonna do like the pit bull ordinance and let you keep them if you already have one?

I would hope not, I doubt there are any of these types of dogs here now. Although I do not know for sure. Average price for the true breed is $3000 to $4000 dollars.

A dog is a reflection of it's owner. Dunce for a dog, then....
Why single out a single breed. It's a dog for cryin' out loud.

I've seen pitbulls that are as gentle as kittens. Why? Because of the owner.

I agree dunce for an owner then DUHHH. The difference here I believe is that these dogs have a profound history of violence, regardless of the owner. The most responsible owners have had issues with this breed. The owner may not preceive a threat, but this breed preceives all strangers as threats and acts. This is not a fault of the dog or owner, it is what this breed is suposed to do!

Isn't that the kind of dog that killed the lady in California a few years ago? I think she was an attorney in San Francisco or something. It was on TV for a week. Then again a few months later when the owners - they might have been the attorneys - were trying to save the dog.

The breed to ban is the S.Poon breed. It is not aggressive and doesn't kill people but barks loudly and make an embarrassing national presence. It is known as the schmelli-weiner dog for its actions.

As has been said, it is the owner, NOT the dog that is the problem. And the media does nothing but help to inspire fear of these animals. Maybe we should ban the owners of vicious dogs, not certain breeds that may have gotten a bad rep. My daughter is the very proud owner of a pit, and her pit is the most lovable and playful dog you will ever find. I witnessed four young children, strangers to the dog, get out of a car, walk into the yard and immediately start playing with her. There was no fear on the part of these children or their parents. Dog and kids played for thirty minutes while the parents and realtor looked at the house.
So again I say, ban the OWNERS, not the dog. They only know what they've been taught.

The presa is not a pit or a cross with a pit. The presa is a very specific breed of dog designed to protect it's territory at all means required. This type of dog has no off switch. It is very black and white if you are not the owner or family of this dog it will preceive any other person or animal as a potential threat and respond. This type of dog has no place in residential settings.

Does this have something to do with the streets our tax increase is supposed to pay for? Forgot to ask about that Tues.

No.
This is for state projects, such as paving Summit, and I think part of Kansas Ave. would be in that too possibly.
It is just a list the city would like the state to work on.

The sales tax will go for city owned streets, which are all those streets that are not a national or state highway.
With the bypass, Summit is city owned downtown, but state owned other than that.

Even the state projects require some kind amount of matching money. I'm sure part of the new tax money will go towards that. But it would sure make a difference how far we can stretch the tax money if the state does come through.

I am not sure if the tax money can be used for the matching part of the state projects.
Its fairly strict, what the tax money can be used for. THere are specific projects.
These state projects do have a 20 percent match, and i think the city is planning on using general funds.
But its possible none of them will happen.
This is just the city approving its wish list.
